In , the Marine Corps joined with the Navy and Coast Guard to adopt a new maritime strategy called A Cooperative Strategy for 21st Century Seapower that raises the notion of prevention of war to the same philosophical level as the conduct of war. Drawing on hastily assembled Congressional support, and with the assistance of the so-called " Revolt of the Admirals ", the Marine Corps rebuffed such efforts to dismantle the Corps, resulting in statutory protection of the Marine Corps in the National Security Act of The Navy's transition from sail to steam put into question the need for Marines on naval ships.
